Agenda Setting

 

President Obama saw major issues with healthcare such as high uninsured rates, unstainable spending, poor health outcomes, and a multitude of other things. The need for reform was inevitable and health care was one of the biggest things on his agenda during the 2008 election.  President Obama's main purpose for the Affordable Care Act is to increase the amount of people insured by making health care more affordable.

Policy Formulation

Interest groups have been heavily involved in the formulation of the Affordable Care Act.  Interest groups have a lot of money and power therefore they can have heavy influence on policies.  A big group involved in the Affordable Care Act is the AARP.  Older people especially, did not support the ACA but the AARP did.  This can help the Affordable Care Act become more liked by retired people.  All in all legislation is not just from the government it todays time but is also from interest groups that influence the policy.

Policy Implementation

A big implementation that has occured with the Affordable Care Act is the websites that were created for people to sign up for health care. There have also been federal regulations that define the acts provisions so it can be carried out easier and people have less questions.  There have been many government agencies that have been involved in the implementation including the Food and Drug Administration, the Department of Health and Human Services, and the Department of Education.  The Affordable Care Act has been highly advertised and endorsed by celebrities to promote health care and the importance of being covered which adds to the implementation process.
